Hiraka area (old Hiraka town), Onoe area (old Onoe town) and Ikarigaseki area (old Ikarigaseki village) make up what is Hirakawa city today and belonged to the Hiraka-Gouri in Kamakura era.  Tsugaru Nobumasa (4th shogun of the Tsugaru domain), change Gouri to Sho. Hiraka-Sho existed until the Meiji era    

Hirakawa city is located in central Hiraka-Sho, and has developed as a granary with rich fields.
In 1889, due to the enforcement of the City Code and the “Town and Village Code” Daikouji village, Kashiwagimachi village, Takedate village, Machii Village, Osaki Village, Onoe Village, Kanata Village, Ikarigaseki Village were created.


In 1901, Takedate Village was separated into Takedate village and Machii village.
In 1929 Kashiwagi village became Kashiwagi town.
Onoe village and Kanata village were combined and became Onoe town in 1937.
In 1955, Daikouji village, Kashiwagi town, Takedate village, Machii village and Osaki village were combined and became Hiraka town. And Saruka village was combined into Onoe town as well.


(1)Hiraka area (old Hiraka town)
There are many ruins from the stone age to modern times.
Due to its numerous merges, Hiraka city became famous for its large area and population. Hirakawa city has three distinct types of scenery; plain, hill and mountain. The plain area contains rice fields and downtown. The hill area is mixture of rice fields and apple farms. The mountain area is a large forest which leads to the South Hakkoda range.
Vegetables are grown by using its cold climate.
Hiraka area has been developed by agriculture with rich firm ground as a main industry from ancient times.
Also, many hot springs have existed not only as community places for local people but also as important sightseeing resources for people from outside.
Recently, the Hiraka Dome all season sports facility was built. People use it to keep their health and strength. It is also seen as one of the symbols of Hirakawa city.


(2)Onoe area (old Onoe town)
This area is known for high quality rice in Tsugaru, especially in 1984 when they had the largest harvest of Japan.
Also, Apples are the second main agricultural produce.
In the 1960’s, brooms, straw mats and landscape gardening were developed as major industries.
Landscape gardening has been grown and become the typical industry of the area.
This area is known as a garden plants town. You can see beautiful gardens not only at Seibien (national scenic beauty) but at normal houses. Urban planning is focused on “green” so this area has won many contests for its beautiful views. This is all from the effort of the people and wisdom from ancient time. This remarkable will is still carried by the people who live here now. Furthermore, this “green” planning became an important resource for sightseeing. Many people visit this area for Saruka shrine, Romankan and Seibien garden which are surrounded by green. 


(3) Ikarigaseki area (old Ikarigaseki village)
A Tsugaru domain era checking station was set here. Military and economical things were handled there. Also, because of the hot springs, the Daimyo used this area as palace to stay when they did Sankin koutai. In 1995, Ikarigaseki Hot Spring Land was organized and the checking station was rebuilt to promote sightseeing. After that, Ikarigaseki had developed as a town famous for the checking station and hot springs.
Also, route 7 is crosses the middle of the area that has Ikarigaseki station and Ikarigaseki interchange. So Ikarigaseki is an important key position for transportation. Now, the main sightseeing place is Tsugarusekinoshou, which is a road station containing local products shops, culture sightseeing exhibitions, indoor swimming pool and hot springs. About 1 million people visit here a year.


In 2007, old Hiraka town, old Onoe town and old Ikarigaseju village were merged and became Hirakawa city as 10th city in Aomori prefecture. The basic principle of Hirakawa city is “the town, its people, area and industry shine”.
According to it, we have been trying to achieve the following principals. “Respect individuality so that people shine” “Cooperate with local people” “Provide comfortable living space” “Promote unique industries of the city”      

New city’s name:

“Hirakawa city” was publicly-offered.
The reason of the choice:
Hirakawa river runs through 3 towns. It is essential for our economy and industry. Because of this, we wish the 3 old towns to gather together, develop without stopping like Hirakawa river.
